The Deux Rives territory the project is aimed at today belongs physically and mentally to the domain of the port.
The continuity of Line D of the tramway and the different operations launched around its route (the Bruckhof-Aristide Briand block, SPA, the Bois et Cliniques block project, the Jeanne d'Arc blocks, the Résidence des 2 Rives) prefigure a new integration-oriented urbanism for the ZAC Deux-Rives mixed development zone.

This project is in keeping with the principle of linking between Strasbourg and Kehl by extending districts in Strasbourg.
The ambitions expressed by the municipality regarding the Deux-Rives territory are the following:
- Respond to a symbolic proposition: creating an “urban” link with Germany
- Design a territorial project: a new relationship between the city and the water
- Maintain the economic balance of the port

These goals go beyond the scale of an urban project, even one on a 150-hectare site.
The project is an act of strategic urban development which, in its design and in its conceptualisation, constitutes a task that is more or less unprecedented.

A specific urban development, inspired by the geography of the site and the omnipresence of water.
It is not a matter of participating in an “extensive” urban development with reference to the city centre and developed in an “analogical mode” where the outlines define the project.
The ZAC des Deux Rives is built on the geography, on the fluidity of the space and the presence of water as structuring elements.
